JOB PURPOSE:

We are looking for an HR Manager to oversee all aspects of human resources in our company.  The Human Resource Manager will lead and direct the different functions of the Human Resources Department in addition to that, he/she will support and cooperate with the HR focal points in other countries of operations on different HR matters.

KEY RESPONSIBILITIES & DUTIES:

  • Develop the Human Resources departmental strategy in line with the MAA ALTHAHAB’s long term strategy to ensure vertical alignment and horizontal integration with other interfacing departments at MAA ALTHAHAB.
  • Ensure that departmental strategies and related strategic plans are developed and implemented, which are aligned with the vision and mission of MAA ALTHAHAB.
  • Manage the achievement of Human Resources departmental objectives through effective leadership – setting individual objectives, recruiting qualified staff, managing performance, developing and motivating staff, providing formal and informal feedback and appraisal – in order to maximize subordinate and departmental performance.
  • Define an optimum organization structure for the Human Resources department so that resources are optimally utilized and communication can take place in an efficient manner.
  • Update all the JDs for all positions in the group / for all countries
  • Develop and oversee the implementation of department policies, procedures and controls covering all areas of Human Resources department activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.
  • Oversee the development of a long term and annual manpower budget plan for all of MAA ALTHAHAB indicating the breakdown of the manpower costs under each department in consultation with the relevant department heads and provide the same as an input to the MAA ALTHAHAB’s financial budget.
  • Develop and oversee the implementation of the approved manpower plan based on the requirements of MAA ALTHAHAB and determine the key business processes affecting the manpower planning.
  • Control, and lead the recruitment procedures that require internal external coordinating, follow up with recruitment agencies payments, advertisements, and career exhibitions, to ensure smooth closing recruitment targets on time.
  • Oversee the design and implementation of learning and development plans to meet the skill development needs of employees across MAA ALTHAHAB
  • Effective deployment of performance management system across all departments of MAA ALTHAHAB
  • Manage the process of career development and succession plans for employees at various levels to promote employee motivation and enhance the level of efficiency / productivity of all employees

REQUIRED EDUCATION, KNOWLEDGE, SKILLS, CERTIFICATES AND EXPERIENCES:

  • Minimum Bachelor Degree in Human Resources, Business Management or related field
  • Very good English skills
  • Proven experience in HR leadership
  • Independent Decision Maker, able to achieve the results with minimum supervision
  • People oriented and results driven
  • Knowledge of HR systems and databases is highly preferred
  • Excellent active listening, negotiation and presentation skills
  • In-depth knowledge of labour law and HR best practices
  • Ability to work online (remotely/home based), previous experience is highly preferred
  • For male candidates: finished or exempted from military service
